Hold A New Election In Where Neither Barack Obama or Mitt Romney Can Participate As Candidates. In addition:

1. Give each state the opportunity to split their electoral votes by percentages, example, a state with 10 electoral votes and the percentages being 80% to 20%, 8 electoral votes would go to the candidate who won them while 2 would go to the other candidate.
