To Hold A New Presidential Election if Greater than or Equal to One-Third of the Voter Population does Not Vote

Therefore, it should be the case that, given any presidential election where greater than or equal to one-third of the number of the voters in the country do not vote, for whatever reason, a new election should be called. In that new election, the initial candidates from the failed election may choose to run again and any new candidate may enter the new election.
