Hold a quarterly summit of governors from all fifty states, allow comparison of idea for growth on the state level.

Inviting all the governors to a summit will allow them to compare successes and failures from each state. This will create a political environment more suitable to economic growth on the state level. It bring a higher probability of creating close ties between states that normally wouldn't have much interaction. Fostering an environment in which the states have more opportunities to grow on their own is crucial. Comparison of successes and of failures is critical to progress and I believe the more opportunities provided the better.
