Hold a special session of Congress if the U.S. budget is not passed by December 21, 2012.

President Obama has the power demand that a joint session of Congress be held in order to accomplish the passage of the U.S. budget. It may be necessary to force the House and Senate to convene such a special session to resolve the budget deadlock and put the United States back on track financially, as required by the U.S. Constitution.
