"he may, on extraordinary Occasions, convene both Houses, or either of them, ... ; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.
The POTUS has received backlash from the Supreme Court and Congress for actions expanding Executive Powers. In an effort to compromise with Congress, the president should limit his use of Executive Orders, but call Congress weekly into special session until they pass the 2015 budget and address immigration, equal pay for equal work, & unemployment benefits.
The President cannot force Congress to act but he can force Congresspeople to stay in DC. This major inconvenience will create urgency for lawmakers seeking reelection.
