Telemarketing has gotten out of control in the United States. The "Do Not Call" registry and the complaints to the FTC and Justice Department have no effect on telemarketers because they are using new technologies to hide themselves and just move to new numbers when existing ones are blocked.
WE THE PEOPLE ask that the White House and Congress work to write legislation that does the following:
1) Makes it a crime to spoof Caller-ID information with civil and criminal penalties.
2) Require telecommunication providers to be held financially and criminally liable for illegal telemarketing calls made with their services
3) Require telecommunication providers to keep sufficient records to pursue enforcement of the new law with penalties for failure to do so.
