Most Ph.D., Masters or even BS is deliberately not granted to students in the Universities across the country. The students end up accumulating thousands of dollars in student loan without diplomas that will land them jobs to conveniently pay back the loan. This is part of government deficit. The Universities who fail to graduate students with federal loan must pay back the loan to the government.
