Every congressman and senator during a government shut down will be penalized one years pay per day the government is shut down. If the shut down lasts for more than two days, all senate and congressional staff employed under that congressman or senator will be suspended for the rest of the term without pay. At the time of any government shut down the congressman or senator in office at the time will not be eligible to receive lobby money or outside interest funding after the shut down. Congressional approval rating on a whole goes below 39% from the public for more than one week, those congressmen and senators will not be allowed to be re-elected back into office ever.
