This holiday would be a federal holiday, on a Saturday to avoid conflicting with most business's working hours. The intent is to encourage purchasing US products. It should be after Black Friday yet well enough in advance of the holidays that it can coincide with holiday shopping. Declaring the holiday costs nothing at the federal level, and offers an opportunity for US companies to promote products manufactured here and encourage shopping for those products as a special event. While this will not have any profound effect for some time, eventually it will propagate a feeling of pride and excitement regarding purchasing US products.
