Homeless matters

I'm trying to get my state house and Senate to give me a chance to speak. Like so many counties across the US there not enough homeless shelters. I'm trying to get them to let anyone who starts or wanting to start a shelter to have the opportunity to acquire drug seized property for the use.after going through the right paperwork. But also create a half cent tax to be pooled up state wide for the use. There are many veterans that are homeless and that's a tragedy. Please help me get the signatures to help change that.
