Honor the 1868 Ft Laramie Treaty.

In 1868 the US Government entered into an agreement with Native American people in western South Dakota. In 1874 The US Government sent George Armstrong Custer into western South Dakota.
This Expedition was in complete violation of the 1868 Treaty. Custer trespassed and cause a firestorm of trespassers after reporting gold in the Black Hills.
Since 1874 Billions if not Trillions of dollars have been generated from the Natural resources that have come out of western SouthDakota.
Native People in South Dakota are among some of the most impoverished people in the country. The amount of Commerce coming from western South Dakota should make the Native People amongst the richest. Native People should not be struggling in order to exist.
