Civilization requires respect and the honor of commitments. If our country pledged in the Treaty of Fort Laramie in 1868 that the Black Hills would forever belong to the Sioux, we are bound to honor that commitment, and that commitment unfulfilled makes us less as a nation committed to high ideals
