Honor the memory of Ambassador Shirley Temple Black by invoking the President’s authority under the flag code.

United States Code Title 4, Chapter 1, §7, (m) gives the president authority to order flags lowered to half-staff.

Ambassador Black has certainly earned the respect an thanks of a nation. She died on February 10, 2014 and there has been no such order to honor her.

I think the president is taking too long to issue the order.
