HOV Lane - Is not helping, its hurting the people. Its being used a as revenue stream. Abolish HOV lanes

HOV lanes were supposedly established to help facilitate the movement of traffic during peak hours. HOV lanes are being used to generate revenue for the state. Take Rte 66 in Virginia for an example. During peak hours the stretch of road from Exit 60 - Exit 42 has between 5-9 local and state police patrol cars monitoring the lanes between 3-7pm. We complain about needing more police offers to police the streets, fight crime, help serve the citizens yet they are busy giving out tickets four (4) hour a day at a rate of a first offense of $125 dollars, which is 4x the amount for offense that could lead to the injury or death of another drive. (IE Only $30 dollars for Following to closely, Failure to drive on right side of the highway etc. This is a law for the minority not the majority
