How can the govt help all those laid-off and "forgotten" technical talent trying to get back into the labor market?

I tried very hard to get a degree in Petroleum Engineering from University of Oklahoma in 1986 just when the oil prices tanked to bottom. Since then I have been desperately trying without giving hope, every possible way to get back to the field I got my degree in. Not a single company has shown interest in hiring me as a Petroleum Engineer although there are thousands of unfilled Petroleum Engineer jobs that are posted every day.
Mine is not an isolated story. Thousands like me are left behind to get back into the fields they are trained in. The President talks about bringing outside talent in but what will be done to the talent that is already here? Several people that get laid off for no fault of their own, switch careers just to make ends meet. Where are opportunities for us??
