How the get Congress to work again

The only incentive for members of Congress is re-election.
Therefore, they pursue activities that increase their chances of getting re-elected, rather than working together to improve the economic well-being of the country. The goal of this petition is to create a financial incentive system for our national lawmakers that rewards them for improving three key areas:
1. Reduction of the national debt
2. A decrease in the budget deficit
3. An increase in GDP above a pre-established benchmark.
Furthermore, should performance in these areas decline over the term they are in office, they would be ineligible to run for re-election.
