How to get unemployed people back into the work place

Allow everyone who signs up for unemployment 6 months of unemployment benefits. After 6 months they work for the City they applied in for 30 hours a week for 40 hours of minimum wage for 6 more months. After those 6 months they only receive 30 hours of minimum wage pay for 30 hours of work. This way cities are getting a return on money we are sending out. we don't have career unemployment recepients. They can pick up trash, wash vehicles, clean office buildings hold signs for road crews. Plenty of hard work for minimum pay to get them motivated to take a Job that might not be as much as they were making but gets them off the government assitance train.
