How to help the US government to solve the problem of the Asia carp!

Mr.president! In fact, the aisa carp is kind of delicious food in China. Every year Chinese cost too much money to eat the fish. THE aisa carp means rich in China. There is an old saying,年年有余，in China.
Nearly,I heard the news about the US GOV will cost 15billion dollars to build a huge dam to prevent the fish into the lake. I am a Chinese, I think it is a joke. Why not invite the Chinese poor people to the US to solve the problem?
I promise just need 3000 Chinese peopleto eat the fish ,almost 6 months,the problem will be solved.
Certainly,1,the people will thank the US government ;
2,it will create many jobs,the American will thank the government ,too.
