President Obama’s guidance also emphasizes the importance of establishing "a system of transparency, public participation, and collaboration" in his January 21, 2009, Memorandum on Transparency and Open Government.
Since the policy was announced in 2010, the Central Intelligence Agency has made an effort to write its Web content, documents and publications in plain language, using the Federal Plain Language Guidelines.
