Create no fly zone over northern sections of Syria. Then open the area up for refugees protect them and deliver humanitarian aid. This will help take a lot of pressure of Turkey, Lebanon, and Jordan. This will give the NGO's the cover they need to help the refugees THIS SHOULD BE THE LINE IN THE SAND.
