The hypothesis is that quantum communication is THE STANDARD for all advanced civilizations. Since slow light speed communication takes thousands of years to reach any distance, we will need instantaneous communication to support colonies and missions in farther and farther space. The sooner this happens, the faster we will achieve momentum on those projects. As a byproduct, quantum communications will allow us to listen in on the "chatter" of the rest of the Universe.
