I have hard time to budget after paying the rent,my bills,because my social security hasn't raised up . Need raise more.

My social security hasn't raising up to 738.00 since 2004,like I was supposed to get after overpayment I owed and paid,or not.. My social security income won't help me after paying the rent and my line of credit and other credit bills,plus other bills I have to pay,in which of the way it makes me hard to budget. I'm deaf and I'm not able to work,because I have asthma,bronchitis,heart problem and Lumbar,hip and back pain.. I was waited on my social security raising up,but never did after overpayments. I am not happy with my social security amount.. Please help me to live more and worry less.. Thank you for your time. Christine Steever
