The government on the federal, state and local level are not authorized by the US constitution to write whatever laws it wants. Only congress can write the laws. The president, state and local governments only responsibility is to read the bill then sign it or vetoe it. Then is has to go through a local, state, federal and supreme court judge plus voted on by the congress, senate and the people. Rick Perry's government overreach abortion bill is a abuse in executive power. He needs to not only let the state congress write and vote for the laws with the senate. He needs to let the people of the state of Texas vote on it. Our consitution divides the power of government by the three branches, by the states and by the people who have a right to vote based on how they want to be governed
