As a constituent of Maryland and resident I feel that by Maryland being an at-willed state it hurts more low income families and persons who really need the assistance. The state is willing to help a drug addict and persons who may not really need the states help to better themselves but for families such as mine and many others who do have to struggle even more to obtain the necessary assistance.
