I want to Petition the Government of NC for not allowing a Licenses that was revoked when my husband was only 19

I want to Petition the Government for not allowing my husband that is a pipefitter/welder to get his permanent rovoke license back. He got 3 DUI when he was 19 and now he is 42 and his company wants to make him a Boss man and give him a raise and a company truck. He never hit anyone or did damage to anyone, and he did 7 months in prison. I think now that he is 42 and knows how important a licenses is, that he would be willing to drive with that new device that checks your breathe. He only needs a license so he can get a raise and a company truck beside I am his wife 55 years old and I am not in good health and it makes it so hard for me to drive him everywhere's and I even had to give up my job because of him having no license.
