Simply put, if you're a home owner or land owner with deed, you're paid in full, you should have the right to petition the county and or state and or federal government, for a nominal fee, to not have to pay property tax nor any tax associated with the property tax that's attached to your land/home.
This would remain in place as long as you owned the property. Should you sell or transfer deed to another, they then would have to pay the required fees to process the petition yet again once that person has paid the note in full.
