American Corporations are clamoring to repatriate profits made overseas but want to be excused from taxes.
And....
American Corporations need a better than average, and preferably superb, infrastructure to prosper here in the U.S.
So.....
Create a bank to serve as the single portal for the repatriation of overseas profits. Monies must be deposited in this bank for a minimum of one year. In return for these deposits, the tax rate on the profits, when withdrawn, would be lowered proportionate to the length of time on deposit.
Maximum time of deposit would be five years and then the funds must be withdrawn and a minimal tax rate of perhaps 2 or 3 percent paid, most of which would fund the bank's operating costs.
