Certain senators have abused the filibuster using this obstructionist tactic to delay voting on legislation crucial to our nation - Each senator should be allowed two filibusters per year and above that the senator should be required to wear a yellow head band while on the senate floor for the remainder of that year - Failure to comply would result in a $10,000 fine for each infraction (applied directly to the national debt) and a suspension of their voting privileges unless they wear the headband - It is our taxes that pay the senator's salary - Color coded senators will lift the veil above their rhetoric and hold each senator accountable for his actions
