On January 16, 2013 President Obama gave a speech on gun violence wherein he asserted "as many as 40 percent of all gun purchases are conducted without a background check." Obama also unveiled a written document entitled "Now Is the Time: The President’s Plan to Protect our Children and our Communities by Reducing Gun Violence". This document twice claims that "studies estimate that nearly 40 percent of all gun sales are made by private sellers who are exempt from this requirement." This petition seeks to know the source or sources of the claim that nearly 40 percent of gun sales are without background check. The citizens of the United States are entitled to know the factual basis of any claims that are the basis of the President's push for reforms that may impact millions of citizens.
