Identity theft of social security numbers

I want the employers to be accountable for who they hire. There Are many ID theft issues out there that I see. I work for the federal government and I see that nothing is being done. I see that a lot of immigrants who are here illegally using other people social security numbers the IRS can't do anything cause of the law. I want state and federal to join in and fight this issue cause nothing will be done if state and federal can't join forces to pass a law. To where employers do individual verification on social security numbers. Have them check so innocent people get the correct amount for social security or so tax payers don't receive any letters from the IRS saying they didn't report any certain income. Pass a law to where employer are held liable and change them a fee for not checking
