If government Can't balance budget house,senate,Administration to pay for it out pocket until budget balanced

If National budget is negative all senate house administration members who had power over voting for budget will have to pay fine until rate of poverty until budget is balanced or positive with out use taking out loans, and would exclude them from government subsides programs.
