If high value minerals were found on the MOON (or Mars) would we look at mining them?

If what we call on earth "Rare earth minerals" where found on the MOON (or even Mars), would we make an effort to try and mine them? With many other countries spending money to go back and look at things closer on the moon, and the US cutting money to NASA it seems like we are pulling back from looking into the future and just spending time on going down the same path all the time.
