If a immigrant gets jailed in prison he can have the right to go to his motherland and don't come back in the U.S.A

Most people do crime everyday and I agree that they if do something bad they need to be punish but not to lock someone for ever ,I want to make an petition to Obama if its possible to let a immigrant go to his motherland when he gets jailed to not let everyone go it will be only valid with prisoner that have a 15 year judgment or Above and let he/she sit 10 years in prison and then deport them with no coming back to U.S.A if he comeback he must finish the judgment.
benefits: Gang wars especially Latin's will reduced in prison,
immigrant will consider that they have one chance only with they green card .
I am a Latino so this not racist at all..
