As the "Great Satan" the United States of America is presumed to be discourteous, malignant and evil. It would be friendly for us to show hospitality to these young men so far from home.
While the offer is unlikely to be accepted it would be courteous to offer. If accepted it gives Iranian citizens direct knowledge of our culture which lessens the effect of propaganda. If they refuse we look good for offering. A few hundred drunk Iranian sailors is not a serious security risk nor beyond the capabilities of the Norfolk PD.
