Tax Payer, Tax Dollar Allocation. The concept is to survey the Tax Payers (All Tax Returns) at the time of Tax Filing as to where they (the Tax Payers), individually, would like to see their tax dollars spent. Whether on particular agencies, programs, projects or issues, In proportionate amounts in the survey.
This collected data would be submitted to Congress, the Senate and White House, which would be compelled, via legislation, to Allocate funding as appropriate to the Tax Payers data collected.
All programs that receive FULL funding would "hold over" surpluses for the next fiscal cycle. Any funds carried over for more than 24 months (two fiscal cycles) would go into the General Fund for congress to allocate as necessary.
This is the MOST Democratic method of Appropriations.
