If no budget and/or government shuts down, Executive & Legislative branches receive no pay until a budget is passed.

Our government cannot seem to come to agreement on budgets and threaten shutting down the government to make a point. Yet, their pay is not impacted by the shutdown. This petition is to change policy such that those responsible (Executive and Legislative branches) receive no pay until such time as a budget is passed. It also should be set so that pay is not retroactive. Those responsible would not be able to recoup any back pay for the time for which a budget was not in place or the government was shut down.
