If no budget can be agreed upon then no elected official will be eligible for re-election nor retirement benefits.

This will start with a full blown yearly audit of the Federal Reserve. After that the budget will and must be balanced with a goal of paying off our debt. If this doesn't happen in the required amount of time then no elected official is allowed to run for re-election. When they leave office they will no longer have any "retirement benefits" that they would normally retain once leaving office. Their pay and all benefits of holding office will also be suspended until such time that they pass a working budget this included all assets that they possess and will be treated as a bankruptcy. All political pay raises will be permanently suspended until the debt has begun to be paid back. Even then it will be limited to half of whatever the current inflation rate is, to a maximum of $250,000.
