If the US Senate does not pass a budget by April 29, 2013, I propose they (and their staff) stop receiving paychecks.

Passing a federal budget is one of the primary responsibilities of the US senate. They are not doing their job. The last time the US senate passed a budget was April 29, 2009. In a effort to encourage them to do their job, I propose that if the US senate does not pass a budget by April 29, 2013, they will all (including their staff) stop receiving paychecks from the federal government starting May 1, 2013. Furthermore, If no budgets is passed by June 1, 2013, the entire US senate will stop receiving tax payer funded healthcare benefits and security.
