Federal school funding has the potential to positivly impact depressed areas that do not have large amounts of tax funding. Instead of giving federal money to areas that have sufficient tax funding, it should be given to the areas that need it most. Determining aid on a need based scale would give struggling areas a better chance to teach students properly. Using standardized test scores to determine who gets federal aid will not help the schools that need it most, but will instead reward schools that are already doing well.
