Illegally double parked cars blocking flow of traffic.

All illegally double parked vehicles should assume full liability, since they are breaking the law, and disrespecting other drivers even if they are rear ended. They are disregarding the laws of the street by driving reckless to cause an accident therefore they should assume full liability for an accident if they parked in the middle of the street blocking the flow of traffic. They should also be sited at the scene of the accident. The insurance companies should not place full blame on the driver that was following the laws and rear ended the other vehicle that was breaking all laws. This petition is also for insurance companies to change there policy as it is a violation of our constitution rights. It is also breaking the constitutional right of innocent until proven guilty.
