I'm petition for a hidden section cap budget to see what they need

I don't want to play games but I think they been playing games for a long time rumors has it that if you go over the cap you get more money everytime so I want to give them a black card hidden effect and let it be known spend what u need first there is a ceiling on every department but you don't know were it is for a year to help them buy and shop smarter because they is trying to spend all the money feeling it going to disappear in be missing out of there budget if they don't but I do want it to be known that if they don't spend all there budget want be cut and it will be put in there own reserve
