Due to the persistent & repeated events resulting in the harassment, injury and/or death of US Citizens & particularly African Americans, all involved law enforcement personnel must IMMEDIATELY submit to a drug/alcohol screen and psychological evaluation by an external source. Any installed recording device(s) must have at least TWO filters- with one going to the precinct and the other directed to a Central Data Storage Unit for investigation by a Federal governing body within the Department of Justice. If there is ANY indication of tampering or foul play, ALL PARTIES shall be subjected to SEVERE penalties- including Civil Litigation by the affected Victims and/or their Families.
