There is no adequate scientific evidence regarding the harms, individual or societal, of cannabis. Therefore nothing in the Constitution gives the federal government the power to prohibit cannabis; and as such, any law that criminalizes cannabis is null and void.
The President shall instruct Congress and federal agencies to draft laws and regulations relating to the interstate commerce of cannabis; provide for the medical use of cannabis by those suffering from PTSD, opioid addiction, terminal cancers, and other conditions; and for the reestablishment of hemp as a vital American crop.
