Lobbying groups allow ownership of paper to reach beyond the Constitution's intended purpose of the right to bear paper. We continue to see situations of families grieving over paper-cuttings. These cuts are produced by paper the average American does not need perform their job, protect their family/property, or hunt.
This petition represents a collective demand for bipartisan discussion resulting in laws that regulate how citizens obtain paper.
1. Limit the amount of paper a person can own.
2. Limit assault paper to the military and police.
3. Longer waiting times to buy paper. Allow time for thorough background checks.
4. Require mental health evaluations before a person can buy paper. Determine those who may be likely to preform mass paper-cuttings or other paper-related crimes.
