To establish a minimum limit to Intelligence activities undertaken on behalf of the American people, while the public discourse determines where more specific limits should be set, we demand that the following steps be taken to protect our rights and establish a firm historic precedent:

Immediately end the practice of collecting the emails, internet browsing records, and cell phone metadata of millions of Americans. We consider domestic spying on any American citizen without probable cause to be a violation of such citizen’s right against unreasonable search and seizure.

Close and halt construction of the Utah Data Center which would be used to store all such records.

Enforce the full cooperation of the NSA with our duly elected Congressional oversight committees.
