Congress is not truly actively seeking a solution to an avoidable disaster (going off the fiscal cliff) that will immediately and substantially affect every taxpaying American citizen's income in a negative way. Freezing their pay should force them into action, although it's inconceivable as to why Congress has allowed this looming threat to perpetuate to this point.
