The Second Amendment reads: "A well-regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed." In District of Columbia v. Heller (2008), four Supreme Court Justices concurred that the right to bear arms "protects only a right to possess and use firearms in connection with service in a state-organized militia."
The signatures on this petition represent a demand for legislation that revises the Second Amendment to read: "People belonging to a militia recognized by a State have the right to bear arms. The right to permit people to bear arms for other purposes is reserved to the States."
