There has a been a call is issue scrip to delay the so-called 'fiscal cliff'. This is argued to be a reasonable solution as those with immediate need will be able to sell the scrip to banks for cash at a small discount, while others can keep the scrip and exchange it for full value when the crisis is resolved.
This is an excellent idea. It will avert a government shutdown or any other situation in which payment will have to be withheld.
I petition President Obama to immediately enact such a policy. The first scrip should go to pay all congressional expenses including salary. Soon after all defense contractors, then any government contract, should be paid with scrip. Other employees or those on financial assitance shall not be effected by this policy.
