immediately propose a law that will allow citizens of the USA to choose a Federal Law that will no longer apply to them.

The federal Government already allows and supports many groups ability to ignore certain Federal laws including the Justice Departments failure to enforce illegal immigration laws, Illegal aliens pretty much all US law, congress being exempt from insider trader laws and the Obama administration's reluctance to support and defend the constitution of the United States.
This is a violation of the Civil Liberties of the majority of US Citizens and must be rectified. The law must apply or not apply to everyone equally. We must either enforce the laws, legally change them or give everyone the same right of refusal.
