Immediately propose legislation alowing the mandatory psychiatric evaluation of reasonably suspicious individuals

The past mass murders in the United States have all been carried by isolated individuals in a community who had many years to deteriorate mentally. "Time bomb" tends to be the term frequently used when describing them, in hindsight. There is always a degree of suspicion that some individuals are "odd" yet many of them are recluse or protected by their families from the public eye. They are very likely sick yet manage to not get psychiatric services in time.

The legislation would allow Crisis Teams to be vigilant and on alert for suspicious activity by fringe elements of society when informed by concerned community members. It would allow these teams the right to evaluate the situation and refer for further care when needed.
